Where is the best site to make websites?

The title pretty much says it all!. So can someone suggest me a site which teaches you ho to make your own site but for free.No viruses or being scammed. Just which site is most appropiate. Thanks.

Well , i am php coder myself , also design in photoshop + learning flash now , You should check out youtube's designing tutorials , design yourself a website , and code it the way you like :) , using XHTML + php , and if you want some advanced systems use mysql with it :)
