Ok so I am wanting to use 2 diff menus at the same time. Is there a way I can change the key that opens up the menu? if so please tell me how!

If you're using Necromancy, you'll have to find where the dialog is called from. Just search for createDialog

this is proof why you dont know anything you are on about it uses input action that is called to the night vision in controls just change it to something else or change night vision control to something else
