Reinstall works sometimes it bug out

I received this as well can someone address this issue please is the IP addresses typed in to wrong or is it a different problem. Maybe the IP address is wrong what should I do and can someone not comment just learn code or you shouldn't be here because I know code, but this is a different error message than I have ever experienced.
