Technically, it is unlimited since you get an infinite amount although it's only given every week.

Misleading title? It isn't unlimited RP or IP, not to mention you only get 10k IP, 4k RP every week.

no it isn't PBE is from riot. you can make a different username and password if you want for PBE.

I'm pretty sure they don't reset it as well. It's just testing for every new champion riot puts out and item changes to make sure it isn't too unbalanced

Ouch, big bump.
It's not always open, you need to wait until they open registration to register. You can go back and try everyday, but until then I guess you need to wait. Unless someone is feeling generous or they have several accounts that they wouldn't mind sharing with you.
