Cloud mining is just another scam. ICO's are usually lottery tickets. You might profit or you might not. I don't think there are currently any ICO's which stand out.

A miner is essentially a computer if you didn't know. So buy a ASIC miner from bitmain

With $500, I you might be able to get like 1 GPU and rig up something. You'll have to mine a coin like ETH or something which doesnt have such a high difficulty. And yes, it does take a lot of electricity. You should factor into the price of electricity where you live and how much you will consume and profit from the miner before you purchase anything.
