Cannot level up and other problems

So, I used this Borderlands 2 Cheat Compilation.
I was something like 35 and I used the cheat first to level up to 50 and then I decided to "level down" to 40. I used other cheats but I don't think they have something to do with this issue.
The problem is, I can't level up without using the cheats now and the game is treating me like I'm 35. So the slot and the shops has got item whose level is 35 or lower, and I got the same problem with the enemies.

What mode are you playing on? Normal mode enemies won't go higher than 34-35, same with the loot.

As for the cheat, did you sync the experience to the level you wanted?

Nope, I am playing in true mode.
And I did it later, but it still gave me the same problem.
Is it possible that after I leveled to 50, even if I level down to 42 still doesn't make me level up anymore?

Same thing happened to me as well. If you reload the game and save your SAV file it should be fine. In my case I re installed a DLC and it worked.
