I wonder if there is somewhere a full list of ALL icons with ids. Because then you should be able to set any icon.

That's weird, it shouldn't since the data is stored completely online...

It works fine with older accounts, but if you use the tool on accounts which own atleast one of the new tutorial icons (those Icons you earn if you choose Ahri, Lux, Darius, Miss Fortune or Master Yi) it will always replace ur chibi icon with the champion icon you choosed after every game you play or if you restart the client.

However you can Alt + F4 the tutorial and you wont get any of those icons, but if you hit level 2 you are forced to choose one. It doesnt matter if you restart league or alt f4 it.

No, those icons are free in asia. You cant set the "paid" ones.
