Yes it's broken, steam changed something, added a captcha, impossible to fix.

change line 51:random, nrand, 8, 16
to random, nrand, 3, 3
for 3 letter accounts

rip, it doesnt work anymore, something happened

When you register to steam it shows up a new tab and you need to confirm your email address thats why this script doesnt work anymore.
