Recently been keeping Task Manager open and noticed programs that use 20% of my CPU, tried locating them
and there are on my AppData > Local folder. its called rarbesu and spcxnug if you know any
resolution please help. When deleting them they say I can't because it's already open and tried closing it on Task Manager but
it doesn't do anything. Changed who can access those files still don't work. On Task Manager they show up as Window Process Manager
Currently scanning on Malwarebytes which sort of helps.

No, I don't know how to delete them. I don't know what they do or are used for. Send a joesandbox and hybrid report on the exe file.
If you want to remove it, I recommend you using Malware-Bytes's Hyperscan function on the 14 day premium trial

Scan with malwarebytes, delete all viruses that MB has detected. Then, download Hitman Pro Security, scan with it.

Next time - you can simple boot with linux live distribution / anitivirus rescue disk, and delete files you need.
Yea looks like you got some persistence malware on your shit. Boot up in safemode and check your msconfig for programs that run on start-up. Remove any sketchy shit and remove the files you saw in the appdata directory. Also run some scans whilst in safemode.
