    im interested into buying a lot of offices 2019 for reselling purposes.

    I will pay good.

    The only requirement is that it needs to be activated through setup.office.com

    A hard requirement.

    I think that if you can activate it via setup.office, then it is HQ since it is official. My reselling price is even higher, but i do it with the service around and support.
