I used the ped dropper for a long time in the previous version, I expected the release of this new version, however, when I entered the game and tried to start, simply nothing happens.
My anti virus is disabled and everything is in order, I do not understand why it is not working. The application is open and running, however, when I press the + nothing happens.

Depends if there are any pedestrians around to kill. Give it time. Also, the more you press "+" the faster the money drops

It seems that the NPCs spawn more frequently when someone else is around. My friend drove around the pier while i stood still and i got more drops. When he was standing still next to me the money did not flow in as much. I feel like he is rendering more places for npcs to spawn so maybe thats why?

You can't and I prevent it as well. If you had exceeded 2000 you most likely would have gotten banned.

I only found out just now that my topic finally got accepted, so I'll try to answer some of your questions...

Why when i open the ini file i get some kind of mix of weird letters etc ?

If you want custom settings, you need to create a new text file, who's name is either ped-dropper-rsc.ini or ped-dropper-steam.ini, depending on which version you are using. You can add settings to this new, empty file if you would like to use custom settings.

Okay as i can see the ped dropper cannot go higher than 2k per ped (tried several ways) , Is there at least a way to increase its radius because it just stops dropping after some time aka milked out the whole pier

You could either use the mission "Pier Pressure" or "Chooper Tail". The are locked at noon, a time at which lots of peds spawn. You could also go to LSIA instead, just make sure there is no roof above your head. You could also try switching between sniper view to normal.

Wow, it finally got accepted, I just found out now!

I dont unterstand why the people need more than 2000$. They may accelerate it by pressing "+" Key. Someone has to conceive an idea why it is 2K and not more.
