it's because you've been reported before and they've blacklisted your ip/browser until you stop making accounts. buying verified accounts when youre on a bad ip (pretty sure they ban by IP range too because anyone can reset their router) - the best course of action is to A) stop making profiles for a couple months or B) make/photoshop fake ids.

source: Personal experience - i've unlocked disabled accounts. Even after getting disabled the first time, I verified with via fake ID, got unlocked, got disabled again a few months later.
