I've had a similar situation where they limited my LEGIT paypal. I called them a few times and after submitting some verification documents they lifted the limit. Right after they lifted the limitation, I withdrew the money then the NEXT day they limited me again, telling me to wait 180 days. I still got the withdrawal though, so worth a shot calling them if you haven't
