This is because your VU Sensitivity is too low. Try using the [Capture] at the bottom right of the bot. Throw a line into the water and when a fish bites, record the highest value. For me I got 25 so I put 20 in the VU. Also, It's important to adjust your in-game sound settings so mobs, rain, exc don't set it off falsely. Please note friendly NPCs can still falsely set it off.
