Actually, after further testing, I have concluded the following:
1. As long as you toggle the hack (basically using it as a cooldown refresh button), you will not be detected for the memory change.
2. This does not actually remove the cooldown. It simply allows you to use the move over and over again (the animation only). Thus, you will only be able to do damage with the skill once the real cooldown is over. (i.e. Skill has cooldown of 5 seconds, you use it once and it does damage. Any other times during those 5 seconds only the animation will play, but without the damage.)

Another update:
Cooldowns are server sided. This is the same problem as the original NOP 0062F2D3 used in CE for the same result.
However, this is still applicable to dodging skills. This is the main usage for this hack now.
