depends on why you are limited. Sometimes works, sometimes doesnt. secondeye is legit though.

Do you know why you got limited? in most cases eBay blocks your account due to 1) You didn't pay your eBay invoice. 2) You've a previous account thats been limited with them and their system traced the same IP address. 3) You're selling illegal items and all your accounts will get limited if you are.

Why do you need a fake invoice? I recommend using a 'Personal Account' every time you reach your selling limit just phone eBay to have it increased.
I had my limit increased twice this month when I phone them they ask me what im selling and where do I obtain the Items and I just say they're from a wholesaler. Then Boom! as easy as that.

Is your ebay or paypal account a Business account? if yes then there is your problem.
