Lagswitch/Lag the server without downloading anything

Here's a simple exploit, where you can lag the server pretty badly only using a cfg/console command(s).
THIS ONLY WORKS ON COMMUNITY SERVERS! NOT MM!
Notice: If it is any Official DS (Dedicated Server), it will not work (to my knowledge)
You can test this by typing net_graph 1, if it says "Official DS", you cannot use this. Look at the choke with net_graph 1 when using this. It will increase the "choke" percentage.
Post these into your autoexec/console:
Scrolling up or down in a community server should cause some terrible lag.
You can't be banned from this unless you are obvious, or there is an anti command spammer on the server.
