i sorry i can't really help you but, did you install the dlc? Did you try to reinstall the game?

If you are steam legit, re-install mw2 through steam
As they said reinstall that doesnt work then contact steam THEY DO HELP
go to the properties on your mw2 game in the library look for the dlc tab and see if you can put the map packs back in that way. worked for me anyway

To answer your question:
Steam > Library > Call of Duty: Modern Warfare 2 - Multiplayer > Right Click > Delete Local Content
Steam > Library > Call of Duty: Modern Warfare 2 > Right Click > Delete Local Content
Steam Directory > Steam Apps > Common > Find call of duty modern warfare 2 > right click > delete
Steam > Library > Call of Duty: Modern Warfare 2 (-Multiplayer) > Install
This worked for me when the new maps came out. Open up steam. Go to your games library. Right click on Modern Warfare 2 - Multiplayer. Go down to where it says properties. Select Properties. Then in properties find the tab at the top that says local files. Click it. About half way down that screen there is an option to Verify Integrity of Game Cache. Just click it and Steam will check to see if all the files are installed correctly. It should pick up that your maps arnt running correctly and it will fix them
