i just wonna ask is it possible to make program like cheat engine?

If you don't even know how it can be made, then you are not ready. You have to learn so much before you can make such a thing.

You'll know when you know, believe me. Perhaps one day you'll come back and think, hmm I might make a memory scanner, and you will know what to do. You should at least have vague idea of how you're going to do it before you try and attempt it, believe me.

Cheat Engine comes up with a memory scanner that quickly scans all the variables used in the game and allows you to change them. But, there is a lot more that can be done. Like, direct 3D changes during the game etc...
