i wouldn't recommend getting mejai's first
I wouldn't recommend getting mejai's really at all, considering how snowballish it is. I've rarely seen many carry vlads. But if you're having a great start say 3/0/x I'd probably invest in it. Assuming you are very cautious about your battles. Losing stacks sucks and keeping it 20 is hard to do if they have a lot of CC.
