How Do I open DTX files in paint.net???

So I want to mod rez files and I dont have photoshop and the process of getting it free is to long, but I have paint.net and i wanna know how to open a DTX image file in it/

Well... DTX textures can be only opened in Photoshop then converted in others formats...as TGA etc...
