Not really true.

Most .net decompilers can decompile .net assemblies/binaries (either way you look at it) , In which case you can decompile a .dll with .net reflector, the only prerequisite is that the assembly is .net, that goes for either .DLL's or .EXE binaries developed in MSIL, C#, VB.NET, Delphi.NET, J# and Managed C++ (some compilers will work for others as well) If the application/dll is let's say unmanaged C++ or doesn't contain .net headers, then decompiling it wouldn't go as well, it still can be done, but considering the many levels of source protection (it's a 2 step compile, not a single step like VS applications) you would have to do alot of digging.

Now, there are a few other questions.

Statement: Decompilers should be used to retrieve source you have lost, in some cases you may develop and deploy an application, then lose the source in a crash or something else (if you don't keep backups) so onto:

A. Don't steal source code from anyone, your in the development section, not the hacking section, what I mean by this (and most in here will agree) you don't want to steal someone else source code, 1. You will never learn that way 2. It's just plain wrong. If you want to develop a application, go ahead and learn how to develop it, most coders work hard on their application, and just because they don't obfuscate, it doesn't mean you should steal it.

Which rings me to:

B. If the application is packed or obfuscate then , you won't be able to view the source properly (if at all, depending on the method)
