Help with FPS, please.

Ok, I have two laptops. One has perfect fps. During gameplay.
But on my other laptop, I have fps like 4.7 and 9.1 Usally below 10.
Is there a way I can get better fps?

Yes download the Game Booster its same with mine now i got like 20 - 30

Im using gamebooster and Smar***ose and I still got 10 and under FPS

i had when i played css 115 fps why you got only 10 xD
