like the title asked. how safe is it? cant people do charge backs and stuff?
~Very safe , like a bank !
They only way people can charge back is if it's done through a third party entity like eBay. But that would have to be a painstaking process of claims, disputes, and evidence-requiring emails. Trust me no one would want to go through that horrendous process. If the money is sent from person A to person B then person B can feel safe knowing person A will not be able to get that money back. So do not worry. It is safe my friend!

Well I use paypal for my e-bay and make most of my purchases with it, and I've never gotten hacked or anything like that. Never had a problem with them. I'm a verified person on there I just don't like the fees.
If you are selling CF accounts and receiving PayPal, it is very risky as you can almost always find a way to chargeback.

Dude.... You CANNOT chargeback sent money. Unless it was bought through a bank account/debit card. You were probably chargebacked through a bank 3rd person entity. Paypal isn't that forgiving on "mistakes" when sending money around. I have used paypal for a long time I know how the process works. You can even search it.
@rurescape Don't worry about it. If the man is also trustworthy then you shouldn't have a problem. Also, if you have a bank account it would be wise to transfer the fund onto there for safekeeping. I don't trust PP enough to hold large sums of money. They sometimes can "lock" accounts and do an "inspection" from where the money came from. It's very annoying.
The old bad thing with paypal is the chargeback thing -.-
I haven't been charged back yet, so it's pretty safe for me.
~All depends , how you use it.
100% Safe for me buy and get money from others, I recommends to you never sell account with person without trusted person with high vouch list.
I don't always prefer PayPal. Their Security is pretty shit now.
