Either find out how to set your IPs including DNS to automatic and reset your router ( Unplug wait about 2 minuts then replug. )
1. Scroll to the Game tab on the XMB and select "Game Data Utility."

Now you should see all the games you have played, search for GTA V game data, there should be two different saves. DO NOT DELETE ANYTHING YET!
2. You need to find the game data that is the current patch of GTA, not the entire game install, press triangle on one of saves and then information. There you should see the size and details of the specific save. Find the one that is around 70-80mb in size, this is the one you want to delete.
3. Select that game data by pressing triangle then there should be a delete option, delete it.

4. Once you have down that, start GTA V, you'll be required to re download the latest patch of the game, this is normal. Once you have, load into the game and check if your problems are now fixed.
Then you're done. For some people it might be a bit more serious and would require you to delete the entire game save and reinstall. I've seen someone people having to do that to fix their game, but try this first, if it doesn't work then delete the other 8GB+ save of GTA V. Thanks!
