I've seen few tools similar to this one, but they usually had almost no settings available, so I decided to make my own..
If you encounter any problem that I should fix, please don't hesitate and let me know!
(Make sure you have latest .NET Framework installed before you start complaining!)
Features:
Ability time can be set to any standard value (suitable for any class - Rogue, Warrior, Paladin, Knight, Mystic)
You can choose from 3 different text colors (red, green, blue)
You can move the timer anywhere around your monitor (or even from one monitor to another)
Simple, easy to use UI
Timer will automatically reset when the time runs out
All important settings are automatically saved when you close the tool, so next time you launch it, you will have all your settings already prepared (timer position, timer color, ability time)
How to use: (simple version)
Extract and open the program
Move it by dragging the timer
Click with RMB to change text color (red > green > blue)
Set up the timer to your ability time using Page Up and Page Down
Open RotMG and enjoy (Space launches countdown)
Click with MMB to restore default settings
Click with LMB and press Escape to close the timer
How to use: (detailed guide)
Extract and open the program (You should see red "0.00" in the top left corner of your screen)
Move it anywhere you need by simply dragging the timer (I'm sorry if you have issues with hitting the text but I couldn't come up with anything better)
Set the text color to the one you like the most by right clicking on the timer (You have to click on the text, otherwise it won't work and you'll get yourself out of the window)
Set up the timer to your ability time. Pressing Page Up with increase the timer by 0.5 second and pressing Page Down will decrease the timer by 0.5 second. (The timer has to be active window - you have to click on the text before you do this step, otherwise you'll be sending those keystrokes to different window)
Open RotMG, go play and whenever you press Space the timer will activate (I'm sorry if your ability key is set to any other key, I might implement solution for this in future versions if anyone will need this)
If you want to reset all settings, click on the timer using your middle (wheel) mouse button and the program will reopen with default settings (that means red text color, 0.0 time and it will be in top left screen corner again)
When you want to close the timer, simply click on the text (because the window has to be active in order to handle keystrokes) and press Escape (Alt+F4 works as well of course)
Note: You can find the settings file in %userprofile%\AppData\Local\RotMGAbilityTimer\ but you should be very careful if you're going to change anything manually!
I wonder if it would be possible to change it into a bar that appears over your head, and the bar runs out (like a health bar) when your 5.5 seconds or whatever are up.. thinking of rogue

suggestion could you change it so it was green when your ability is ready to use blue while counting the first half and red as the time gets closer to the end?

I can make that in future but currently you can choose all the colors so I'd have to add 2 more color settings for that..
I'll see what I can do about it..
