When you do it, it basically forces the server to retrieve a tonne of information at once. When it does this, the CPU and RAM of the server will spike casuing it to lag or even crash.

Update
This method only works for servers with PermissionsEx 1.23.3 or below.
To check what version the server is running type /Pex
