So the latest, or one of the latest patches, introduced improved speed hack prevention. Is it still possible for people to use Lua to speedhack in Garry's Mod like before?

Garry's Mod never had speedhack prevention in the past, it was fully implemented in the few last updates and it's impossible to achieve speedhack now.
You're only real alternative would be bunny hopping with auto strafe.
