Help Needed for the 0xe019100C xigncode error

You need to use VolumeID
Tutorial:
1) Download VolumeID from microsoft site
2) Extract the .rar on your desktop
3) Copy the 2 .exe files to your C:\Windows\System32\
4) Run cmd (Command Promt)
5) Type "cd /" then type "cd Windows\System32" then write "VolumeID.exe 1234-5678" then press Enter. You type VolumeID.exe if your windows is running on 32 bits if is running on 64 bits you type VolumeID64.exe
6) Restart PC
7) Run game
8) Have fun

My mistake...anyway to solve that error you need to reinstall windows first and change ip

can i change ip with out reinstall windows and it will our or i must do both
