Alright, so this is for people who suffer from Micro stuttering in osu, or from visible screen tear.
What is micro stuttering?
Micro stuttering generally occurs in osu, where the game freezes up from anywhere between 0.1-1 second. The audio will start to stutter, and you will most likely not get that FC you were working for. How can we solve this?
Arguably, there are many reasons why micro stuttering occurs.
Side note: If this only occurs in beatmaps, your beatmaps may be corrupted. Follow the steps in step 3 to fix them.
Similarly, if it only occurs with certain skins equipped, then move to step 3
First, some troubleshooting!
i. Run osu
ii. Record how long each stutter occurs, and in what intervals
iii. Without closing osu, minimize it, and check your Task Manager.
iv. Is your Disk working at close to 100%? If so, go to step 2
v. Is your CPU running at max? If so, disable any overclock you may have, and [wip]
vi. Is your Memory running at 100%? If so, [wip]
1. Let's check your audio and GPU drivers.
i. Open Control Panel
ii. Go to the Hardware and Sound panel
iii. Under the subsection Devices and Printers, select Device Manager (Administrator Privileges required)
iv. Under the subsection, Display Adapters, check to see there are no errors with your GPU (NVIDIA, AMD, or Intel[ew])
v. Under the subsection Audio Inputs and Outputs, check to see there are no errors with your audio drivers
vi. Under each subsection, right click your Driver, and select Update Driver Software
vii. From there, select Search Automatically for Updated Driver Software
viii. If the latest drivers are installed, retry running osu. If the problem persists, continue.
2. If that didn't help, it may be time for disk partitioning (Please skip this if you run osu on an SSD, as it will ruin your SSD)
i. Download a free software known as Defraggler
ii. Allow it to partition the drive osu is installed on (Unless it is an SSD, if it is, go to step 3)
iii. When it is completed, run osu again.
iv. If the problem continues, continue.
3. Alright, now we are hard-pressed, nothing is wrong with the drivers, and your HDD should be in tip-top performance. This calls for extreme measures.
i. Open osu
ii. Scroll all the way to the bottom of the settings, and select an option called Repair Folder Permissions.
iii. If this doesn't solve the stutters, then go ahead and uninstall osu! entirely. (If your beatmaps are corrupt, don't make a backup of them as they will do nothing but cause the problem again, instead, backup anything else such as skins, unless they are also corrupt.)
iv. Reinstall a fresh osu client directly from the website. Make sure do install it in a different location
v. If micro stutter still persists, and you really care, then refresh your PC (Remove all programs), or factory reset it entirely. (Warning, Reset will guarantee loss of all data pertaining on the HDD, make backups if you go down this route, Refresh will generally remove all installed programs excluding Windows defaults, simply reinstalling the programs is a lot easier, still, make backups)
Hopefully, your Micro stuttering has been solved

If not, try other solutions, such as running osu in windowed rather than full screen, different resolution, different frame limiter, or using Fallback release rather then Latest.
Now time to fix some Screen Tear!
What is screen tear?
Screen tear is simply when the GPU is misaligned with the display refresh rate. In most cases, the image will produce a visible "Tear" on the screen

Nevertheless, it can be annoying, and frustrating to see this.
Side note: If your running an AMD GPU, skip to step 2. If your running an intel gpu,
NVIDIA GPU's
i. Right click on your desktop and select NVIDIA Control Panel
ii. Go into the Manage 3D Settings tab (Located in 3D Settings)
iii. Scroll down until you see an option called vertical sync (Don't worry, this ain't what v-sync is like, unless you set it on...)
iv. Select Adaptive
v. If screen tear persists, change it to Fast
AMD GPU's
i. Right click on the Desktop and select AMD Radeon Settings
ii. Navigate to the Display Tab
iii. Set AMD FreeSync to ON
