To open it:
Le Bot- Click the packet spammer button on the top.
Carbon- f2
Cetera-the infinity symbol, then packet spammer.
Then click on the load button. Extract the downloaded file. Open that file. Start with a set spam time.

In order to complete this quest now, it would seem you have to click on each individual NPC's exclamation point to expand their dialogue.
did they patch this? not getting any map items from the packets
