Seems simple, seen it been talked about just never receiving it to dev but there would be more.
1. Go to play.google.com/store/account
2. Go to your order history and click on the 3 dots next to the item you want to refund.
3. 'Report a problem'
4. I purchased it by error.
Put some comments saying you didn't mean to buy it. It will be refunded within a few days and you will keep your items. I've done this with a 50€ item, so I guess you are good to go to refund whatever you want.

This^ but that sometimes gets the items recovered. By choosing that you never received it instead of by error it will have a higher chance of not getting recovered. It is instant on google play up to a certain amount, about a hundred dollars I think but im not too farmiliar with App Store refunding.
It depends what device you're trying to refund on, if you're using IOS app store then there are some public excuses you can use if you want help contact me I will be happy to assist!
I've done it myself like 7 times, just told apple that my "son" purchased it without authorization from me. It worked every time because they got sued a while back for un-authorized purchases so they're almost always forced to refund.

Could i say that a family member has bought it without my authorization?
Calling is the best, just call up and say your kid bought it all.

By doing that they can just ask your family to refund you the money. You could say your young child did it but they will most likely take away the stuff from your in game.

But wont they tell me to contact the developer? I want to do it for Hearthstone btw
I thought it was, little brother etc bought it, that works for apple in-app. I heard it was best not to put the blame on the game because they'll just tell you to contact the developer. Or is it something else?
Some big companies including Clash Royale and Clash of Clans, will refund you. But, also take out the amount of gems (in-app currency) so you become in the negative balance. So be careful.
