Paper or Plastic
people look more sophisticated carrying paper bags
I'm the type to say both. Plastic works great for weed baggies or simply storing stuff in the freezer. Paper is fun to draw on. 
I find more uses for plastic, plus grocery plastics now are biodegradable, so it's not as bad for the environment like it used to be
Depends what kind of plastic, so I'll go with paper as plastic in general can be so much more damaging.

Neither. Cloth/jute bags are the way to go.
