Counter Strike 1.6 dedicated server

Firstly i download dedicated server from steam tools menu OK TILL NOW

then i run it and type for udp port 2015 and rcon password ******

after that the server was running normally but NOBODY CAN'T CONNECT TO MY SERVER EXCEPT ME

in the game i can connect to my server through my ip which i found on run/cmd/ipconfig [this isn't my wan ip adress]

FIRST PROBLEM
then i identify the problem and in console it says
couldn't exec listip.cfg
couldn't exec banned.cfg
must this files excist?

SECOND PROBLEM
and then it says
Setmaster unavailable, start a server first.
what that means?

ANOTHER INFORMATIONS
1.my server is hns
2.i have amxx
3.all the plugins and modules
4.done all the settings
5.i make this generously on playing with friends
6.i make steam_appid and then i type in there the noumber from counter strike...thats why i couldn't connect to my server

ANOTHER QUESTIONS
1.i learnt something about sv_region what is that?
2.can the server do run without my pc is running?
