Dead by Daylight lag and speedhack

So i play vs hillbilly and he charge chainsaw to 90 % than lag and he really fast move and chainsaw me but i was pallet lopping so he did like 180 degress around car. He told me he lag his internet to do this but does it give him speedhack ??
