Regarding INI Edits

Can you get banned?
The easy answer is yes.

A more intricate answer is the following - Although it is currently in the Rules of Conduct for PUBG that "edited game files or anything else that may give you an unfair advantage in the game." is against the rules (see rule #9 on the link provided) it's highly unlikely that there is any formal way of detecting these specific changes to the INI file without first creating adjustments that would determine which commands are and which aren't bannable. To add to this, Battleye doesn't scan for these kind of file changes, Battleyes main role is to listen for read/write process memory hooks and ban for using other things like speed hacking.

Regarding the recent post on Reddit regarding INI tweaks - as the link provided discusses it's automod (ON REDDIT NOT INGAME) will now ban and remove all posts regarding "cheating" related ini tweaks. this has no baring on the game and is only the subreddits staff making their position clear.

Regarding future changes to the rules of conduct - In the provided link we see PoopieQueen's AMA on Reddit, where one question risen was regarding bans for macroing and she stated the team do not currently ban for using them (go figure) and she also states that they intend to make it very clear to the community if this changes (or any other changes are made to the Rules)

To Conclude - Yes, you can be banned for using the INI edits and macroing.
But will you be banned right now, today? Not likely. They don't currently punish for using them and the worst case scenario is a patch on all edits.
