Banned?
I see tons of people that are banned, what does it mean and does that mean their IP is banned along with the Account? Can they not post? Can they not log in?

Yes, a banned user is no longer allowed on the site. Some users are temporarily banned for minor offenses like flaming/raging, spamming, gravedigging and they can make an alt account but permanent bans can not be evaded and alts will be banned. IP bans are instituted under certain circumstances.
