You Cant Open TGA File In paint You need Adobe Cs3 Above

you need photoshop

i can give you gimp or picasa 3, they're both much easier to use than photoshop cs4 (so far the only photoshop any1 has ever hacked) or you can take the trial version of photoshop elements.
