It's already been downsized: 200x250 size 96,6

Sorry but I'm pretty sure 200x250 is for premium members and also you need the specific size for the gif to work or less.
You are Member Level 1, so your dimensions should be 150x150.
Check the file maximum size limit and reduce it below that.
