Question about "hacking a server"

Sometimes people enter a server and change speed, gravity, unlimited ammo, xp etc'.

How can I do that?

Isn't there a way to do it without downloading hacks? Cause people do it on PS3 aswell..

its a console command, vac chaos has a console.
a link to a list of console commands is in my signature

so why download it and not just use the comments from VAC CHAOS?
