Question about editing my save file...

Is it possible to edit my save file on my new account by extracting the data from my old (banned) account? Or will it automatically be detected as my banned data and ban the account?

If it's not possible, how can I inject a save file with the perks / all characters level 50 into my new account with less than 40 hours played so far without being overly suspicious?

I REALLY don't want to get a second ban but I don't have the energy to grind back up everything for the next 8 months...

Atm you cannot dump your data. But if you could, you only need to change the id from the save. That said, it will still contain what got you banned.
Set your profile to private. So people will not be able to look. But if it is manually reviewed, you're gonna go down!
