Banned on fivem server

I was hacking on a fivem server and got banned multiple times. I just connected with another vpn and made a new steam account. Now i have been banned and making new steam accounts and changing my ip trough a vpn doesn't seem to work anymore. Have i been hwid banned or something? I don't know much about ban systems. If you guys have any clue, then please help.

You might be out of luck if you can't change ip and get in. Try several different ips and/or claim a false ban report. I doubt the latter would work though.
