Depends on what your going to do. For gaming a modern i5 will be able to do fine especially if your playing a Gpu bound game (with a good gpu ofc). If your rendering or doing things like that an i7 will help you a lot with the higher clock.
If you can afford to buy the i7 then go for it. If not get the i5. I have a i5 8600k and it can handle everything I throw at it
i7 if the budget stretches that far. Always grab the best you can afford, surely?

The latest gen of Intel CPUs has bumped up the specs. Now even an i3 has 4 cores. Just a thought if $$$ are tight

Go for 9th generation i5 for multiple threading for a difference of $200 - $300
