I feel like you've already done this, but have you tried uninstalling [FULLY] osu! and osu-relife and then re-installing osu! only? Not really sure what to tell you.
If you have admin rights, presumably since you could open relife, the attached file will fix the error. Otherwise, I have another program to gain elevated rights.
