That's pretty easy to build a PC with that budget for the games you want to play. Check out PC Part Pickers's build guides.

certainly not on 1080p if you want settings on medium
he better spends the 500 on the PC and then has something longer lasting

I have a i7 6400 and EVGA 1050ti which can run CS:GO and LoL at 150-200 fps easily. Can sell it for reasonable price of your budget.
@niggo yeah spend all $500 on the PC would give better result but that PC in the video should run LoL or CS:GO at 150fps easily if he wants a monitor

ryzen 2700x and rx 5700x top)
Hi there.
I recommend you ryzen setup with nvidia graphics.
You can get pretty cheap mobos for 30-100$, ryzen 5 3600 for somethin like 200 bucks, 50-80 bucks on 16gb ram with 3200hz, corsair power supply for 50 bucks up to 80 from RM series and ssd for like 80 bucks and nvidia gtx 1660 for 200 bucks so in total: 610$
I know it's a little bit more than you wanted to spend but I think it's worth for that price. You can also resign from that ryzen CPU and get 1 model earlier like ryzen 5 2600.
Your set could look like:
• Ryzen 5 3600 - 200$
• AM4 Mobo - 50$
• 16 GB RAM 3200Hz - 50$
• Power Supply RM series from Corsair - 50$
• SSD Drive like Kingston or somethin - 60$
• Nvidia GTX 1660 - 200$ In total: 610$
-------------------------------------------------------
• Ryzen 5 2600 - 119$
• AM4 Mobo - 50$
• 16 GB RAM 3200Hz - 50$
• Power Supply RM series from Corsair - 50$
• SSD Drive like Kingston or somethin - 60$
• Nvidia GTX 1660 - 200$ In total: 529$
Both of them should work fine and you should be able to run any game. We of course can make changes in that set and cut the price down.
Get yourself a ryzen 5 1600 AF ( which is a ryzen 5 2600 with -300 mhz ) , cheap b350, cheap 16 gb ram, gtx 1060 6 gb second hand and you good !
Thanks!
Thanks for making this thread, OP, and all who have answered. I also have +- similar budget with the OP. This thread is a good reference for me.
Cheapest way to get 1080p gaming is through Shadow Pc, but you have to have fast internet speeds.

I agree. I would by second hand parts. That's what I did and saved a bunch of $$$.
Second hand is cheap but you might fall in a trap there. I think you should rather bump your budget up to something like 800$ and buy a proper gaming pc.
