Hex-Editing and avoiding Whitelist limitations? (Killing Floor 2)

Well, this would be a bit more than a simple hack, and I am actually wondering if there is anybody who might be able to help me with some Hex-Editing.

Long story short, there is a file inside one of the game's folders (Binaries/Wind64/Balance_Tweaks.bin) which controls whether a server is deranked (because it's not using a Whitelisted mutator) or not. My question here would be if a Hex-editing savvy person could help me find out how to forbid this file from de-ranking the server.

Shame that there's so little interest in helping me out with this. This could permanently change servers and make mutators, even banned/blacklisted ones usable again.
