Ip / HWID Ban Help

I was recently banned via DBD it was about going on 4 months ago. I used a Bypass to use the ultrawide mod. It was my first offense, and it was my first ever ban. However, seems even though it was my first I was hwid or ip banned. I created a new account and purchased dbd and it allowed me to play but eventually it stopped letting me. Linked back to my old one, so I assume it was hwid banned or ip banned? My new account doesn't have any Game Ban or whatever. It just says I don't have connection to the internet, I created a ticket and they responded that it was linked to another account that was banned.

I plan on upgrading my PC, perhaps creating a new build. I am curious, after doing so would I be able to play on this account that hasn't been banned? The one I created, or since it was already linked to the old one, it's already over for this account?
