Not exactly. Clinton did a great job managing the debt, but the real reason that we had a surplus was the money from Social Security. We had a surplus of Social Security, and the morons spent it on other projects, and not just Social Security. Which is why we now owe over 70 Trillion in unfunded liabilities.
