[SOLVED] Become Host

Hey, what program will allow me to become host or start my own server and then run it as host? I'd also like something that isn't bannable, or rather hasn't been detected yet and banned people.

Note: its bannable, anything that makes you host is bannable, you should look for a vac disabler.
