Cant Make Clan Emblem

Guys i really need help, for some reason i cant make a Clan Emblem, i double click it over and over and the Unequip, Mod and discard buttons are all highlighted Grey, How do i use my Emblem??

WRONG SECTION and make sure you have 10k nx. Its a waste if you ask me. My clan got to level 2 and i stopped.

The Clan Emblem is Perm and idc if its in the wrong section i just need help!
